Donald W. Vannoy, Ph.D., P.E., F. ASCE (Maryland Section) Governor and Vice-Chair (2007 - 2009)

don_vennoyDonald W. Vannoy, Ph.D., P.E., is a nationally and internationally recognized authority in Civil Engineering with over thirty five years of design experience.  Currently, he is Professor Emeritus of Civil and Environmental Engineering at the University of Maryland, President of the forensic engineering company Trident Engineering Associates, Inc. and the general civil engineering firm of Vannoy & Associates, LLC.  Dr. Vannoy received his Ph.D. from the University of Virginia and is a registered professional engineer in Maryland, West Virginia, Virginia, Louisiana, Texas and the District of Columbia.

Dr. Vannoy is a Fellow of ASCE and the current Region 2 ASCE Governor until 2009.  Dr. Vannoy is a past president of the ASCE Maryland Section (1990) and was a member of the Board of Directors from 1986 – 1992.  Dr. Vannoy was the recipient of the “Civil Engineer of the Year” award from the Maryland section of ASCE (1991) and “Engineer of the Year” award from the Engineering Council of Maryland and the National Society of Professional Engineers (1991). 

 

Kim P. Brown, P.E., M. ASCE (National Capital Section) Governor (2007 - 2010)

Kim Parker Brown serves as an Environmental Engineer and Program Manager in the Environmental Cleanup Division of the Naval Facilities Engineering Command Headquarters office (NAVFAC HQ). In this position, Kim is responsible for the development, oversight and management of technical policy and guidance in the execution of environmental work for Naval installations nationally. The environmental work includes the remediation and cleanup of hazardous, toxic and radioactive waste projects.

 

 

 

Gregory F. Scott, P.E., M. ASCE (Pittsburgh Section) Governor (2007 - 2008)

Greg ScottGreg Scott is a Senior Project Manager with Chester Engineers in Pittsburgh, PA. His technical expertise is in water, wastewater and municipal engineering. Greg has served the Pittsburgh Section of the American Society of Civil Engineers in the past as the Younger Member Forum President, a member of the Board of Directors, the Chairman of the Environmental and Water Resources Institute Pittsburgh Chapter, and as the Section President. He is currently serving the second of a three year term on the Region 2 Board of Governors and is on the Board of Directors on the Pittsburgh Section's Student Awards Foundation. Greg also serves on the ASCE State Government Affairs Committee and the Region 2 Pennsylvania Government Affairs Subcommittee.

 

 

Christopher J. Menna, P.E., M. ASCE (Philadelphia Section) Governor (2007 - 2010)

Christopher J. Menna is a Region II Governor of American Society of Civil Engineers (ASCE). He represents ASCE members from Washington, D.C., Maryland, Delaware, and Pennsylvania.

Chris has a BS in Civil Engineering from Temple University and an M.S. in Civil Engineering from Villanova University.

Chris is a registered Professional Engineer in Pennsylvania and New Jersey and Adjunct Professor of Architecture, Design, and Construction at the Community College of Philadelphia, where he teaches undergraduate and certificate construction management and technology courses.  He has over fifteen years of heavy civil design and construction experience, mostly with bridges.  For twelve years, Chris has been employed by the City of Philadelphia, Department of Streets, Bridge Section as one of the Assistants to the Chief Bridge Engineer. Chris has also operated his own part-time consulting business, Menna Engineers and Associates, since 2002. 

An active member of ASCE, Chris joined the society in 1992 as student and began serving the society in 1995 as the Philadelphia YMF Editor.  Currently, he is serving as a member of the PA ASCE Legislative Affairs Committee, and is finishing out his final year on the Board.  Chris also is the Chairman of the Philadelphia Section History and Heritage Committee and an active member of several other organizations including the Pennsylvania Society of Professional Engineers (PSPE), The Engineers Club of Philadelphia (ECP), and the Delaware Valley Engineers Week Council (DVEWC).

 

Bob Evans , P.E., F. ASCE (National Capital Section) Governor/Treasurer (2009 - 2012)                             

Bob EvansBob Evans began his career with the American Society of Civil Engineers (ASCE) as a member, Secretary and Vice-President of the student chapter at Howard University and has been active with ASCE ever since. He became an Associate Member in the National Capital Section (NCS) of ASCE in 1970 and joined the Younger Member Forum in 1973. He became a member of the NCS Board of Directors in 1987 as the Professional Division Chair and eventually became President in 1993. He served and/or continues to serve as the chairperson or as a member on the following committees and programs: ASCE-NCS Minority Programs Committee, ASCE-NCS Employment Conditions Committee, ASCE-NCS Engineering Education Committee and the ASCE-NCS Scholarship Trust Committee.  Bob also served for 5 years on the Maryland State Board of Professional Engineers, served for 11 years as the ASCE Faculty Advisor for Howard University and was the Vice–Chairman on the 1996 ASCE National Convention/Washington DC Local Organizing Committee.

Robert Victor, P.E., M. ASCE (Pittsburgh Section) Governor (2009 - 2012)

Robert VictorRob Victor works in the AECOM Pittsburgh Offices.  His duties include project management on a number of transportation-related projects, along with having regional business development and government affairs responsibilities.  Prior to joining AECOM, he worked for Jacobs Engineering (formerly Sverdrup) in St. Louis, Seattle, Washington D.C., Baltimore and New Delhi and Mumbai, India.  Rob graduated summa cum laude with a Bachelors of Science in Civil Engineering degree from the University of Michigan and holds a Masters of Science degree from the University of Illinois.  He is registered as a Professional Engineer in Pennsylvania, Missouri, Maryland, Virginia, Ohio and the District of Columbia.  He is currently the past-Chair of the National Committee on Government Affairs and has served on numerous other national committees and task committees.  Rob’s wife, Jennifer, is a Political Science Professor and he has a daughter, Julia.
